Mobile Satellite Ventures Issues Analysis Examining the Advantages of New Communications Technology in the Wake of Hurricane Katrina

In a study issued today by MobileSatellite Ventures (MSV), recognized telecommunications experts Dale Hatfieldand Phil Weiser, both Professors of Interdisciplinary Telecommunications atthe University of Colorado, review how public safety communications systemsfailed to operate effectively during Hurricane Katrina. They also outline therequirements for an ideal public safety network, in particular, how publicsafety agencies should support the development of the next generationarchitecture of hybrid satellite and terrestrial systems as a critical tool inpublic safety. Hatfield and Weiser explain that the optimal public safety communicationsarchitecture should be a vibrant and flexible system that accommodatesdifferent technologies. In particular, the system should incorporatetraditional public safety land mobile radio systems (LMRs) into a broaderarchitecture that includes satellite, terrestrial and emerging wirelessbroadband networks. With the advent of mobile satellite services' ancillaryterrestrial component (ATC) offering (which can switch seamlessly betweensatellite and terrestrial networks), the benefits of this hybrid approach aresubstantial, including low cost access to a fully interoperable, reliable,ubiquitous network. The authors challenge policymakers to provide theleadership necessary to make this important technology a reality by urgingthem to ensure that satellite and terrestrial providers are afforded theopportunity to develop and finance effective offerings for public safetyagencies.
