Port Authority of New York and New Jersey Awards Major OSC Phase III Security Contract to Impeva Labs1 November 2005
Impeva Labs, Inc., headquartered in Mountain View with engineering in Silicon Valley, Panama City, Florida, and international locations, announced that it has received an 18-month contract from the Port Authority of New York and New Jersey (PANYNJ). Impeva Labs will supply the PANYNJ with advanced container security technology for Operation Safe Commerce (OSC) Phase III.
Impeva Labs was competitively selected to provide the key technologies for two of the four supply chains being evaluated during OSC III. The company's Global Sentinel(TM) wireless module easily mounts inside any shipping container and incorporates various types of monitoring and security sensors. The Global Sentinel module communicates securely with Impeva Labs' Device Management Center (DMC) via existing global, multi-band cellular, and local wireless networks to provide immediate, worldwide reporting of location, condition and security status on a continuous basis.
Unlike other approaches, Global Sentinel provides continuous monitoring, tracking and immediate security reporting from any point on earth without the deployment of costly infrastructure. In conjunction with the Impeva DMC, customers and the appropriate agencies can be securely notified within minutes of a container experiencing an abnormal event; whether it be unauthorized entry, mishandling, environmental extremes, route deviation or schedule delay; regardless of where the container is globally located. OSC is a federal program funded to identify and test "best-of-breed" technologies and processes to enhance the security of intermodal containers across the entire supply chain.
Previously during OSC's $55M Phase II, Impeva Labs' technology competed on two of the nineteen supply chains that were evaluated. Impeva's ubiquitous global communications, advanced power management, flexible sensor interfaces and overall reliability represented a clear differentiation from the other technologies evaluated. All systems offered for Phase III have endured rigorous testing by Sandia National Laboratories in Albuquerque, NM. "OSC II confirmed that supply chains are not static and that any solution that we apply to them must be as flexible and adaptive as the supply chain is," said Bethann Rooney, Manager, Port Security for the Port Authority of New York and New Jersey. "In OSC's third phase, the Port Authority will look at 'best-of-breed' technology, and evaluate it in terms of the cost-benefit ratio as well as see which ones reduce risk the most and have the best ease of implementation. We will then stress-test those technologies at high volumes. We hope supply chain security will some day be a requirement for everyone in our industry," continued Rooney. More About the Technology Objectives of Operation Safe Commerce The PANYNJ contract to validate the Impeva system is part of Operation Safe Commerce (OSC), a U.S. Department of Homeland Security program trialing technology and commercial practices to make container shipping safer. With $17.1M in funding, one of the primary objectives of OSC Phase III is to recommend international standards for secure and efficient containerized shipping based on program successes. PANYNJ is concentrating on testing internal sensor technology that tracks and reports a container's global location and detects if someone breaks into the box in transit. PANYNJ will work with two companies in Germany and Jordan that will use Impeva's Global Sentinel security module on their container shipments. The port hopes to use the Impeva system to evaluate at least 1,000 container loads over the next year.
The first OSC phase in June 2002 tracked a single container as it made its way along international trade lanes from Slovakia to New Hampshire. The Department of Homeland Security announced the second phase of OSC in November 2002 and that phase tested a variety of approaches. The OSC is now in Phase III of its testing program and is focused on the most promising solutions and development of international container security standards. In planning Phase III, a task force of U.S. government agencies identified 12 discrete technical questions to be answered by field-testing. All systems offered for Phase III have undergone rigorous testing by Sandia National Laboratories in Albuquerque, NM. Phase III is intended to result in information that policy-makers can use, as well as return-on-investment for shippers. Of specific interest to PANYNJ is the ability to use sensors, intelligent processing and ubiquitous wireless communication systems to receive reports on the global location and condition of containers.
The Impeva system securely notifies the PANYNJ within minutes of a container experiencing an abnormal event -- unauthorized entry, mishandling, environmental extremes, route deviation or unscheduled delay -- regardless of location.
