Rochester, Minnesota, Awards Accela 10-Year Contract for New Enterprise E-Government Solution

Accela, Inc., the leading provider of government
enterprise management software solutions, announced today that Rochester,
Minnesota, has awarded the company a 10-year contract to implement Accela
Automation® as the City's new integrated land management system. The
enterprise application will be deployed for the Department of Building
Safety, which includes the following divisions: Plan Review, Building
Inspection, and Rental Housing Licensing & Inspection.

Accela Automation provides a centralized database for tracking and managing
the City's building, planning, and licensing activities, allowing employees
to be interconnected and operate more efficiently. Staff will use the new
application to automate permitting, inspections, workflow, rental housing
licenses, zoning, development plan review, and other critical functions.

"The implementation of Accela Automation will provide the City of Rochester
with a fully-featured, integrated system to streamline our departmental
activities and provide more efficient services to our citizens," stated Ron
Boose, Building Safety Director at Rochester.

"The city of Rochester joins a growing list of jurisdictions that are
selecting Accela Automation as their new government enterprise solution,"
states Robert P. Lee, Accela President and CEO. "Accela Automation allows
agencies to expedite the application review and inspection process to
improve internal efficiencies, increase citizen satisfaction, and spur
economic growth in their communities."

Additional business solutions to be implemented by Rochester include:

Mobile government -- The City will implement Accela Wireless™ to empower
inspectors with the ability to remotely input their results from the
inspection site using a mobile device. The Accela Wireless application is
built on Microsoft's .NET platform and is compatible with PDAs, laptops,
and Tablet PCs running on the Microsoft Pocket PC, Windows 2000, or Windows
XP operating systems.

GIS integration -- Accela GIS™ enhances Accela Automation by
incorporating map data from the City's existing GIS database and giving
staff direct access to all geographic land use, zoning, and infrastructure
information associated with a parcel, permit, inspection, or plan. Built on
the ArcIMS™ platform by ESRI®, Accela GIS seamlessly integrates with
Accela Automation to provide automated map analysis.

Citizen access -- The City will be implementing a citizen access portal
that provides real-time, direct access via the Internet to the City's
permit and land management activities. Citizens and businesses will be able
to apply and pay for permits, schedule inspections, check the status of a
permit or inspection, or print an approved permit directly from the
Internet, 24 hours a day, 7 days a week.
